Formation of “HLPM” High-Level-Political-Mechanism in Nepal
By: Tribhuvan Tuladhar
Formation of the so called “HLPM” High-level-political mechanism”, an unheard of
terminology in Nepalese political lexicon, at the final hours of the most important
decision making, namely, the restructuring of the government, is unconstitutional
and un-ethical. There is no such provision in the Interim constitution that allows
the formation of ”Supreme-trio“ consisting of “Party Bosses”, from the “political
elite” which can be remotely controlled from New Delhi. This formation clearly renders
the CA irrelevant and non-consequential and totally disregards the wishes and aspiration
of the people of Nepal. The people of Nepal are taken in for a ride one more time
like in the formation of the Constitutional Assembly itself.
It is abundantly clear now that only few individuals with fingers on the switch,
controlled remotely by external power, wishes to decide the faith of millions of
Nepalese people without listening to them or having a good public debate.
The CC and the CA has been used enough by the Party Bosses and their promoters. The
rejection of 98 or so of the propositions tabled by the committee members the likes
of “people’s war” terminology that clarifies the overthrow of the monarchy by the
people, but, accepting the “Madesh Jan-Andolan” terminology instead is lop-sided
and partial and preferential. The induction of the indigenous Era of Nepal Sambat
as the legitimate Era of Nepal was rejected; on what ground, why, and how, nobody
knows, and many more. The process has been corrupted by vested interests working
against the wishes and aspirations of the people some 60% or more who want the Federal
system based on self-determination and empowerment of the people of the country.
Coming at the heel of multiple announcements by the UCPN Maoist in formation of 14
autonomous states has sent a strong chill done the spines of elitist power group
and India expressed in the overwhelming out-pouring of support to this ideas by the
people of Nepal and their desires to take their destiny in their own hands, Members
of the old-pros of Nepalese politics with instigation from their neighborly allies
rushed to form the so-called “HLPM” to stop the people’s juggernaut on it track.
UCPN leader Pusha Kamal Dahal has been unfortunately sucked into this game of enticement
and dream to become again the PM if he abandoned his insistence of nationality based
Federal government and declaration of a parallel government if it is not written
into the constitution of Nepal. The people of Nepal will have to wait and see how
successful will this enticement be or whether a principled leader in Prachanda will
emerge. Abandonment of the struggle for people’s empowerment and self-determination
by the UCPN, if ever it happen, will be a death nail in the coffin of the UCPN
from where they will never rise as it would have succumbed to the political savy
and intrigues of the established pro-elite politicians,
However brilliant and savy as strategists the UCPM Maoist has been in this move for
early proclamation of autonomous states to pre-determine the future of the country
per their vision, they have been equally petty and naïve when it comes to inticement
and power brokering for occupying the seat of the PM aalong with the sweet taste
of power in the government. Anything else does not matter..
The common and Janjati people all over Nepal are pretty naïve and trusting when it
comes to promises, and assurances of the local politicians be they the old-seasoned
pros or the Maoist novices. The Janjati people of Nepal has to seize upon the historic
moment brought about the recent announcements and declarations of autonomous states
in mass events and turn the tide around by showing their own leadership and vision
by demanding their rights to self-determinations and not look any more further to
the leadership of the Maoist or the ”old pros”. These politician are there for their
own up-liftment, power and greed. They will embrace or abandon the Janjati people
or their interest depending on which way the political wind blows.
